The education sector faces various problems. Basic education is not still available to all people. More than half of the population is illiterate. Quality of education from basic to higher level has not improved as expected. Educational program lacks equal gender participation. Internal and external capacity of education system from basic to higher level is not encouraging. Educational management has not become strong. Education sector has been unable to get spontaneous and result-oriented public participation. Syllabus and textbooks have been integrated with development needs and made mutually inclusive at different levels of education. Cost recovery concept has not been really implemented in higher education. Specially, in primary schools in the rural areas, teacher’s attendance is low; School has not become a center for attraction. Teacher’s training has not been made effective. Specially, in remote areas, education materials like textbooks have not been distributed in time.

The vocational and technical education provided in the secondary to higher level has not been fully integrated with the process of economic development in the country. Students coming out from exit point at each level of education have not been developed to fulfill the manpower requirement for the development needs of the country.

The achievement of research and development program in the education sector has not really been utilized. No step is found to have undertaken for making sustainable and result-oriented program in the education sector.
